The Hub-and-Spoke CoE Lab: Industry-Grade Skilling for Rural Clusters
The instinct, when a district decides to take skilling seriously, is to put a lab in every school. It feels equitable. In practice, it is the fastest way to waste a budget. The economics — and, more importantly, the outcomes — point to a different model: hub-and-spoke, where one well-equipped Centre of Excellence serves a cluster of nearby schools.
Why one-lab-per-school quietly fails
Spread a fixed budget across dozens of schools and each one buys a cupboard of equipment that sits locked and unused. There is no trainer who truly knows the kit, no critical mass of students to justify maintaining it, and no one accountable for whether it is used at all. Within a year, ten mediocre labs are gathering dust. The failure is not of intent but of design: thin resources produce thin outcomes everywhere.
How hub-and-spoke works
Concentrate the same budget into one excellent hub and the maths inverts. The Centre of Excellence holds the kits, the tools and — decisively — trained faculty who know them well. Spoke schools in the surrounding cluster send cohorts to the hub on a rotation, so every child gets genuine, hands-on time on real equipment rather than a glance at a locked cabinet. Cost is shared, expertise is shared, and utilisation — the single best predictor of whether a lab produces skilled students — goes up dramatically.
The model mirrors how India's own schemes are structured. Samagra Shiksha's vocational component is explicitly hub-and-spoke for Classes 9-12; the design is not exotic, it is the direction the system is already moving.
What makes a CoE lab actually work
A room with equipment is not a Centre of Excellence. Four things separate a lab that transforms a cluster from one that photographs well and does little:
- Kits across domains. Not one trade, but a spread — from electronics and electrical to agriculture, renewable energy, automotive and additive manufacturing — so learners can explore before they specialise.
- Trained trainers. Equipment drops fail; train-the-trainer succeeds. The faculty is the lab. Ongoing certification and effectiveness scoring keep quality from drifting.
- Demonstration-grade AI. One practical AI capability per domain — crop identification, circuit-fault prediction, print-failure detection — running offline in the lab, so students see modern tools in action rather than hearing about them.
- Governance. Attendance, utilisation, consumable burn and learner outcomes tracked on a platform, not assumed. A shared asset only stays excellent if someone can see how it is being used.
Serving the cluster fairly
The obvious worry with a shared hub is fairness — will the host school hog it? Good governance answers this. Scheduling is transparent, each spoke school's cohorts are tracked, and a district administrator can see at a glance that every school in the cluster is getting its share of lab time. The hub belongs to the cluster, not to the building it sits in.
The Anubhuti Kosh model
